Zombies aren't necessarily restricted to basic instinct, but sometimes are able to use some higher levels of thought and reasoning. These events can happen naturally over time as the zombies settle into the rut of every day life that they were in before and no longer notice the difference between before and after the outbreak; or they can happen through conditioned responses from the still-living.
